TMPK adamant on its demand, vows

to prevent SLP works

ITANAGAR, Feb 28: At a time when the State Government is engaged in dialogue with Centre and other stakeholders to remove barriers to re-start 2000 MW Subansiri Lower Project (SLP) at Gerukamukh, Assam based students' organization Takam Mising Porin Kebang (TMPK) has vowed to prevent construction of the dam at any cost unless all downstream issues are resolved first.

The students' organization, however, said that it was not against the construction of the dam, but it must be as per the Expert Committee Report.

"We are not opposing the construction of the dam; but prior to construction of the dam, all issues related to downstream must be resolved by the authority," TMPK President Naresh Kumbang said while speaking to this daily.

"It is another conspiracy to ruin the indigenous people of the land," TMPK said alleging lack of cooperation to address their concerns.

TMPK's main demand is proper survey and assessment of impact of the dam at downstream within 400 km from the dam and protection measures, like construction of embankment to prevent any catastrophe.

A team of the students' organization on February 25 visited the ongoing downstream protection works at Subansiri and claimed to have found below par quality of works at sites. They alleged use of low quality construction materials that are not recommended by NHPC.

Most of the flood protection measures like porcupine posts have already developed cracks due to use of poor quality construction materials, they said.

The TMPK also alleged that most of the contractors working under NHPC do not possess good track record and deserve to be black-listed. The daily wages of workers under one contractor, namely Amiya Doley Pegu have not been paid for the last six months, TMPK said, quoting the workers.

The project executing company (NHPC) also was not enthusiastic in good progress of the project works as well as the matter related to security of the people at downstream, the TMPK alleged.

"TMPK can't compromise with low quality works. It is a matter of life, future and security," the students' union said.

The TMPK demanded immediate reconstruction of the ongoing project according to the Expert Committee report, if the Govt. and NHPC have concern for the people.

Students union threatened to disrupt any works related to the project if their demands were not met.

"We are indigenous people of this land and we will do and die for the security of our people," the student's organization said.

Mrs Pul seeks probe by body not controlled by the govt

ITANAGAR, Feb 28: Dangwimsai Pul - the wife of the former Arunanchal Pradesh Chief Minister Kalikho Pul - in a strongly worded letter to Vice President Hamid Ansari on Tuesday called for a probe by "an investigative body not controlled by the government" into the allegations made by her late husband in his 60-page suicide note.

Dangwimsai handed over the letter to Ansari when she met him in his official residence in New Delhi on Tuesday. Activists Prashant Bhushan, Yogendra Yadav and Harsh Mander were reportedly present, too.

"Given the gravity of the allegations contained in the note and the fact that many of them are from his personal knowledge and that a suicide note is treated like a dying declaration, this matter needs to be seriously investigated by a credible investigation team," she wrote in the letter.

The full letter was made public on the Campaign For Judicial Accountability and Judicial Reforms' website.

The suicide note of Pul has caused quite a stir for alleging that the sitting Chief Justice of India, President Pranab Mukherjee and other politicians indulged in corrupt practices.

The better of two evils

Pema Khandu government's decision to hand over all the recruitment process of Group B and C employees to Arunachal Pradesh Public Service Commission (APPSC) have been widely welcomed by many who believe that Commission is more transparent than government departments, if we ignore paper leakages that originate from the commission itself.

The commission has had its share of controversy, mainly because of their inefficiency and leakages. Arunachal Pradesh Civil Service Exams-2013 stretched for the longest time with results declared in 2016 March.

The whole exam process saw leakage of paper and hunger strike by candidates against the administrative loopholes. More than hundred candidates dropped out midway, caught in the uncertainty of the examination process.

With reputations in tatters and lack of human resources, it remains to be seen whether the Commission will be able to live up the expectations of the young people who think government jobs are lucrative and their ticket to making money.

Though there is no statistics to back it up, some of the government officials are the richest in Arunachal. Their life styles are shocking to say the least-children at schools with fees that are unthinkable, multiple houses, families, business establishment and unlimited holidays. Some of the bureaucrats and technocrats literally swing the state politics as they wish as main funders in elections. And if that was not enough, they interfere and decide who gets a government job.

If one did a thorough investigation, half of our government employees in Group A and B certainly will have no explanation to disproportionate asset and beyond known source of income. Ideally, they should be in jail.

But then, we don't have the time and energy to dig. Do we? For all we know, they are related to us, our clan sister-in-law's great grandfather's cousin's wife's cousin's child. It's confusing as that and you can't escape. Daring employees-daring enough to get their children government jobs because they know that laid down rules and law as well can be compromised.

So, why ruffle feathers as long as they can recommend a job?

The everyday affairs are managed by few government employees who take their job seriously-some teachers, some clerk, some peon, administrators and some mid level worker who think that this state deserve better. They should be applauded. But then, they probably do not deserve to be recognized because we don't deserve them.

Under such circumstances, it absolutely make sense that recruitment process is handed over to the lesser evil called APPSC.

But the question remains, will the Commission be able to deal with traffic? There are barely enough government jobs so perhaps, the Commission will be able to do a good job. The way forward would be having more employees in the Commission so that exams are conducted fairly and results announced on time. According to the Annual Employment & Unemployment Survey report for 2013-14, released by Labour Bureau, under Union Ministry of Labour , Sikkim and Arunachal had the highest unemployment rate in the entire country. In absence of private sector or meaningful opportunities provided by the state government, there is not much option left for the young people in the state. Patience is running out even though government does not take unemployment too seriously.

The hope is pinned on APPSC. One can only hope that Commission is able to abide by rules and recruit only those who truly deserve it.

In the meantime, government has announced lateral entry into the APCS from among the govt employees which has already run into controversy. The departments have submitted the names to the screening committee. It probably will end up as the tool of the politicians and bureaucrats to reward those who have serve them well or the have potential to serve them. This one will be pick and choose, no matter what they say. It's not as transparent as yet as one is made to believe.

But while they figure out who can serve best-making an entry into coveted APCS, one hope that Chief Minister Pema Khandu is really serious in implementing what he announced. Anything government take ages to be processed so the onus is on him to walk the talk. Hopefully, he will deliver where his technocrats and bureaucrats failed so miserably.

Additional portfolios for Ministers and PS

ITANAGAR, Feb 28: Additional charges have been handed out to cabinet ministers and parliamentary secretaries. Honchum Ngandam, who holds the portfolios of Education and Libraries, will have additional charges of Economics and Statistics, while DoTCL, Agriculture and Trade & Commerce Minister Wangki Lowang will look after Fisheries in addition to his existing portfolios.

Food & Civil Supplies, WRD and Geology & Mining Minister Kamlung Mossang has been allocated the additional charges of Legal Metrology and Consumer Affairs.

Nabam Rebia will take over the charge of Land Management in addition to his existing portfolios of Urban Development, Town Planning, Housing, ULB and Law & Justice.

While Border Affairs will be looked after by Home, RWD, Labour & Employment Minister Kumar Waii, Health & Family Welfare Minister Jomde Kena has been allocated the additional charge of Gazetteers.

Tamiyo Taga, minister of Power (Elect), Industries, Textile & Handicrafts will also oversee Election as additional charge, while Panchayati Raj and Rural Development Minister Alo Libang gets additional charge of Co-operation.

Dr Mohesh Chai, Minister for Animal Husbandry & Dairy Development and Art & Culture, will take over additional charges of the Research department.

Minister of PHE & Water Supply, Bamang Felix, will now take over the additional charges of IPR & Printing as well as Parliamentary Affairs.

Meanwhile, veteran leader from West Kameng and MLA Japu Deru has been appointed as Advisor to the Chief Minister with status of a cabinet minister.

In another notification today, the Chief Minister made partial modification in the portfolios of Parliamentary Secretaries and allocated them additional charges for effective governance.

Horticulture Parliamentary Secretary (PS) Punji Mara gets additional charge of Cooperation, while Phurpa Tsering (Health & Family Welfare) will also take over as Information Technology. While RWD PS JambeyTashi will hold additional portfolio of Skill Development, P D Sona (Tourism) will also take over the Civil Aviation charge.

WRD Parliamentary Secretary Gum Tayeng will additionally look after Art & Culture and Research, while Tapuk Taku (Tax & Excise) will also look after Science & Technology. Kumsi Sidisow, who is the PS of PHE & WS, will now have additional charge of Economics & Statistics, while Techi Kaso, UD & Housing, Town Planning and Municipal Affairs, will also oversee PWD.

Home Parliamentary Secretary PaniTaram gets the additional charge of Education, while RD and Panchayati Raj PS Mama Natung gets the additional responsibility of IPR & Printing. Tatung Jamoh, PS of Agriculture, will have additional charge of Fisheries, while Sports & Youth Affairs PS Nyamar Karbak will have the added charge of Parliamentary Affairs.

Chow ZingnuNamchoom, who is the Parliamentary Secretary of Planning, will take the additional charge of Personnel, Administrative Reforms & Training.

GSU demands early establishment of Lower Siang, creation of Lepa Rada

ITANAGAR, Feb 28: Galo Students' Union (GSU) has met the Chief Minister Pema Khandu in Itanagar on Monday with a host of demands.

It includes immediate establishment of Lower Siang District. The State Govt. should not make any more excuses and immediately post DC & SP for Lower Siang District at Likabali within 15 days with adequate funds for development of infrastructures.

It also said that any area under 36th Nari-Koyu Assembly Constituency should not be excluded from the Lower Siang District.

The High Powered Committee constituted by the State Govt. with regards to the Lower Siang District had excluded Koyu & Kora circles under 36th Nari-Koyu AC from the Lower Siang District.

The students further demanded cabinet approval as well as creation of Leppa Rada District. The students said that there should be immediate approval of the district in the upcoming cabinet sitting.

The union further said that there should be posting of doctors, medical staffs, funds for equipments at General Hospital, Aalo and its overall development.

There is shortages of GDMO's, ENT specialist, Nursing Staffs, Sanitary assistants, X-ray machines and various other medical equipments, it said.

GUS also demanded introduction of Science Stream at Donyi Polo Govt. College, Kamki from the upcoming academic session.

The students has also demanded that District Resource Centre, Kamki is upgraded to a full-fledged DIET.

The students also demanded permanent posting of Central Police forces including Forest Guards at the entry point of Koyu & Kora Circles under Lower Siang District and posting of Regular SDO at Baririjo and immediate functioning of SDO office at Hakte Ripa.

It also said there should be review of Power Projects under West Siang District.

"In comparison to the other parts of the country, the power projects in West Siang have faced very minimal or no opposition et al. It is almost 10 years since the first project was signed however no headstart has been made in any of these 16 projects. We demand the State Govt. to seriously look into the matter. Further, MoA of non-serious power developers should be scrapped", it said.

It also sought posting of Subject Teachers to Govt. Higher Secondary Schools Maro, Dari, Liromoba and Nehru Memorial Aalo. The GSU team included its President Binya Ronya and General Secretary Kenge Lomi and Secretary Debate and Symposium of AAPSU Marli Kamki.

Man believed to be dead found after 34 years

DAPORIJO, Feb 28: One Biru Dabu, who had gone missing and was believed to be dead, has been found after 34 years from West Kameng district.

The man from Chetam circle had gone missing in 1983 from Daporijo as a teen-ager, and was declared dead by his family and relatives after they failed to trace him despite countless efforts.

The man was traced out from Khellung village near Dirang Circle on Sunday with help of Bagang Abu Youth Welfare Society and Singke Hangu, who is currently serving as JE in DRDA, Dirang.

On Saturday last, a team of Bagang Abu Youth Welfare Society following information shared through social media met Singke Hangu at Khellung village.

Co-incidentally, the team also found a person of a Sorang clan of Tali circle there, who is totally cut off from his family and relatives.

On interrogation, it was revealed by the villagers and panchayat members that Dabu had been serving as worker since 1984 in Mechang village along with a friend called Sorang Taji, who is no more.

They informed that both were close friend and worked together as labourer for many years in the road construction.

According to them, Sorang Taji died in a tragic road accident leaving behind a son, daughter and his wife.

Later, the BAYWS team met Tashi Dundu, son of late Sorang Taji in Mechang village.

When asked, Dundu said that he could not establish communication with his family and relatives as his father died when he was a minor boy. He, however, mentioned the name of one Sorang Taluk as his grandfather.

Meanwhile, Biru Dabu, when approached by his brother, refused to return to his native village and home at Dabu village of Upper Subansiri.

"More than half of my life has passed in Khellum village and I wish I take my last breath here. I cannot simply forget the love, affection and emotion attached to the village and its people," an emotional Dabu said.

Weapons training for forest officials

ITANAGAR, Feb 28: A weapons training program was organized for 126 forest department staff by Pakke Tiger Reserve Forest Department and Wildlife Conservation Trust.

Of the 126 staff, 22 had not used a weapon before. Front line anti poaching staff from Pakke Tiger Reserve, Nameri National Park and Eaglenest Wildlife Sanctuary participated in weapons training programme.

Omkar Singh, Tez Bahadur and Zalaloudin from 24 Assam Rifles conducted the training including arms maintenance, various combat positions and fitness drills. Every participant fired 4 rounds in three different positions. Paku Tok from Dichu Anti-poaching camp, Seijosa Wildlife Range won the first place.

Krishna Langmu from Tippi ghat anti-poaching camp, Tippi Wildlife Range, won the second prize while the third place was a tough fight with a tie between Raya Welly, Regon Gollo and Lakhiram Rongham.

After two additional rounds of firing to break the tie, Raya Welly from Langka, Seijosa Wildlife Range won the third prize.

PCCF (Wildlife and Biodiversity) G.N. Sinha said that that the training will be helpful for forest department staff. He further added that Pakke Tiger Reserve has become a model of protection and management.

Range Forest Officer of Tippi Wildlife Range Kime Rambia made sure the participants made the most of training.

"This sort of training is not just important for our front-line staff but also indispensable for the protection of our natural heritage", said the Divisional Forest Office Tana Tapi.

EE surprised at NHIDCL project

ITANAGAR, Feb 28: Reacting to the allegation of All Papum Pare District Student Union (APPDSU), the Executive Engineer PWD Doimukh division has expressed surprise over news that NHIDCL has plotted tender for Bage Tinali to RGU and Khola camp-Doimukh to Gumto Check post road without informing local administration.

In a release the EE stated that neither DC Papum Pare nor SDO Doimukh has been informed about it.

"The project being taken up by NHIDCL is of double lane standard which may require extra land width thereby inviting huge compensation. I wonder how NHIDCL will implement the scheme without paying compensation and involving local administration," the EE stated.

Further they added, "The above mentioned roads are in deplorable conditions due to heavy traffic operations and poor pavement structure. To mitigate this problem the Govt has allocated Rs. 650.00 lakhs for Bage tinali to RGU and Rs. 800.00 lakhs for Khola Camp Tinali to Gumto check gate under SADA 2016-17 which is at sanctioning stage at this juncture."

CoSAAP seeks cancelation of APCS (EG)

ITANAGAR, Feb 28: The Confederation of Service Association of Arunachal Pradesh (CoSAAP) demanded cancellation of interview for recruitment to the APCS (EG) through Lateral Entry scheduled to be held on March 3.

In a letter to the Chief Secretary, the CoSAAP stated that the employees were not satisfied with the system in which only 21 candidates have been selected for interview for recruitment to the APCS (EG) through Lateral Entry System.

CoSAAP demanded that the interview should be conducted as per prevailing recruitment rules maintaining the ratio of 1:3.

Moreover, no candidate has been selected from Department of Education, the letter said.

The interview should be cancelled or kept in abeyance until the matter is sorted out, the representation added.

Efforts continue to revive Adi-Mising relationships

PASIGHAT, Feb 28: In its continuing efforts to reunite and revive the lost glory of Adis and Misings , the Adi-Mising Baane Kebang (AMBK), a joint committee of Adis and Misings, celebrated Ali Aye Lignag in a grand manner with a two days prorgamme at Giidi Notko (cultural ground) here.

The leaders of various organizations of the both communities have resolved to foster their age-old unity and integrity.

Member of Parliament Ninong Ering, who attended the festival, termed the celebration a good beginning towards the effort. He suggested for organizing more such programes to further strengthen the existing bond between the two communities. He also underscored the importance of Adi-Mising history in written form.

Pasighat (East) MLA Kaling Moyong felt the necessity of more research works on Adi-Mising language(s) and its development.

Moyong also requested the citizens to develop 'Smart Behaviours' to win the Smart City competition.

Earlier, AMBK General Secretary Okom Yosung reiterated the genetic relationships between the Adis and Misings and said that the people of both the communities should maintain unity and integrity after their re-union.

Yosung, who also is the President of ABK East Siang unit, reacted on contradictory comments in social media against Adi-Mising unity and urged them to refrain from such activities.

Many speakers, in including Dr Danggen Perme, East Siang Deputy Commissioner Tamiyo Tatak, retired IAS officer Oshong Ering and many leaders of Mising organizations from Assam, including Mising Baane Kebang Secretary General Girin Morang, Takam Mising Porin Kebang (TMPK)’s Naresh Kumbang and Executive Councilors of Mising Autonomous Council Raju Medok also expressed their views and supported the ongoing efforts of Adi-Mising unification and revival of their lost glories.

Troupes from different parts of Arunachal Pradesh and Assam presented cultural displayed showcasing their rich culture and traditions.

Earlier, the AMBK conducted two-day cultural exchange programme at Jonai, Assam in April, 2013, wherein eminent persons discussed on origin and evolution, migration and settlement of Adi-Misings. The Ad-Mising is the family of the Indo-Chinese group of Mongoloid stock.

Itanagar reviews smart city progress

NAHARLAGUN, Feb 28: Capital MLA Techi Kaso reviewed the progress of smart city proposal Itanagar on Tuesday.

He urged the IMC authority and consultant of smart city Itanagar to put in their best effort for submission as per the guidelines of the ministry.

Further, he opined that if Itanagar wins smart city project, it would go a long way in lessening traffic congestion, encroachment and unplanned expansion.

He requested every citizen of Itanagar in particular and Arunachal as a whole to participate in the campaign by extending helping hand through voting (offline and online) and by providing logistic information as required under smart city proposal.

Itanagar Municipal Council's Chief Councilor Kipa Kaku and Deputy Chief Councilor Tarh Nachung also highlighted the contribution extended by the council for smart city mission and assured to do so till submission of the proposal.

Chief Municipal Executive Officer of Itanagar Municipal Council, Habung Lampung and Santa Prashad Roy, Smart City Itanagar consultant spoke on smart city project.

Itanagar Municipal Council Executive Engineer cum Nodal Officer Smart City Er. Tadar Tarang informed that activities like formation of smart city youth volunteers, road shows, offline and online citizen responses have been conducted.

He informed that the citizens of Itanagar have voted sincerely for Itanagar Smart City with more than 50,000 votes.

Empowered Standing Committee member IMC Ngurang Yache and Assistant Engineer IMC Nabum Sony also attended the event.

Make use of solar energy, says DC

Tezu, Feb 28: Speaking on the occasion of the inaugural function of the Three-Days' Training programme on Solar Energy, D.C. Lohit Danish Ashraf urged the participants to make use of the abundant solar energy available in the state.

He urged the PRI members and teachers to learn, help in disseminating knowledge and adopt the technologies available for harnessing the solar power. He exhorted the villagers to become self-motivated and not to always depend for outside help.

Lauding the efforts of some NGOs in promoting the awareness about the solar energy through the successful completion of "Ride to Light" cycle rally from Tezu to Anini, the DC said that time has come for us to switch our attention from the conventional to renewable energy. He also lamented that to develop cities into smart ones, one should adopt the smartest way of electrification and that is through renewable sources only.

Sewali Borthakur, Consultant, North-East Region, from the National Institute of Solar Energy (NISE), Govt of India, requested the participants to acquire maximum information from the training and help in reaching the remotest villages for electrification through renewable sources of energy.

Deputy Director N. Tangha and Project Officer, A.K.Rana, APEDA also spoke on the occasion. Resource persons from the NISE Dr. Shweta Soam, Pragati Rajput and Prakash Jha imparted the training through power-point presentations. Altogether 50 participants including the PRI members, villagers, NGOs, local entrepreneurs, students and officials from government department attended the training.(DIPRO)

Nyokum celebration continues

ITANAGAR, Feb 28: The Nyishis of Assam celebrated Nyokum festival at Nyokum ground Chardaur under Sonitpur District. General Secretary of Nyishi Elite Society Heri Maring while gracing the occasion said that Nyokum Yullo is not only festival of Nyishis but festival of all human being as it not only invokes God and Goddess to give blessings to Nyishis but to all human being.

Maring appealed to the different communities of Assam to maintain the religion of love, respect and care amongst all communities. He also advised them to invite each other along with cultural troupes during their respective festival, because such move will strengthen the relationship.

President Boro Sahitya Sabha Sonitpur Unit Paduram Boro while addressing the gathering praised the move of Nyishi community for inviting others in Nyokum Yullo celebration and said everyone should follow such positive move. He also assured that the age old relationship between Bodos and Nyishis will be maintained and strengthened.

Perung Cheri, Chairman Nyokum Yullo Celebration Committee and NES Secretary In-Charge Assam told the gathering about how Nyokum festival started in Assam and appreciated the participation of all communities since its inception.

Earlier, Chief Patron, Nyokum Yullo Celebration Committee Katung Wahge, outlined the importance of Nyokum Yullo.

At Yazali, the 49th Nyokum Yullo celebration concluded on Tuesday. The Nyokum Yullo Celebration started on February 24. The 3 days celebration witnessed traditional rituals along with Rikam Pada and Buya dance.

On Feb 26, Chief Minister Pema Khandu attended the Nyokum Yullo at Yazali.

At Phassang, the Phassang Circle Nyokum Yullo Celebration Committee celebrated Nyokum Yullo at Sango Village with pomp and gaiety.

Education Minister Honchun Ngandam along with state BJP President Tapir Gao, joined the celebration. Later addressing the crowd, Ngandam spoke on the importance of culture & identity. He urged the people to respect the past generation and keep the spirit of celebrating Nyokum Yullo alive. Tapir Gao spoke about how during festival people come under one umbrella and stated that such unity protect Arunachal from outside forces.

Other notable participants include AAPSU President Hawa Bagang, AAPSU Spokesperson Tadar Takiong, Chief Counsellor IMC Kipa Kaku, Deputy Superintendent of Police Kurung Kumey, Circle Officer Koloriang, Executive Engineer PHE Changlang and Executive Engineer Hydro Power Bomdila.

Kaso appeals CM for goods trains

ITANAGAR, Feb 28: Parliamentary Secretary for Urban Development Techi Kaso called on Chief Minister Pema Khandu on Tuesday and urged him to pass necessary direction to the Railway authorities to introduce goods train service and other express train services soon.

Kaso, who was accompanied by Arunachal Chamber of Commerce & Industries General Secretary Tarh Nachung, in a memorandum, drew the CM's attention towards prolonged demand for introducing goods train service and other express train services from Naharlagun to New Delhi and Chennai.

Goods train service from Naharlagun to Guwahati should be started immediately to strengthen the local economy, Kaso appealed. He also informed that proposed Rajdhani Express to New Delhi is yet to start for lack of pit line and sick line at both ends of the route at Naharlagun Railway Station as informed by the Railway authority. The Papum Pare district administration has made provision for acquiring additional land at Naharlagun Railway station area to provide primary maintenance facility for running of Rajdhani Express with construction of pit line and sick line from Naharlagun.

Almost a year has lapsed, the Railway authority has not taken up any activities in the proposed land and the cultivable land given by the Borum villagers has remain unused for last one year while the poor villagers neither got any compensation nor they can cultivate their land," read the memorandum submitted by Kaso.

The Union MOS for Home Kiren Rijiju had already written a letter to Union railways minister last year on this matter but no action has been taken so far. Kaso sought the CM's intervention to start construction work in allotted 26,400 sq mt at Borum.

Establishment of RIPANS in Arunachal

ITANAGAR, Feb 28: A team of officers from Regional Institute of Paramedical and Nursing Sciences (RIPANS), Aizwal headed by its Director, Dr. Chawngthanliana along with the officials of Director of Medical Education T&R met state Minister for Health & Family Welfare and Commissioner (H&FW) regarding establishment of a paramedical training institute in Arunachal Pradesh in line of RIPANS, Aizwal on Monday.

The team of officials also submitted a proposal to the Minister wherein, the RIPANS asked the GoAP to take the institute's assistance for early starting of a makeshift paramedical institute which can be a satellite institution of the RIPANS, Aizwal, within the prescribed norms by utilizing the sanctioned amount of Rs. 13.7 crore being made available by the Ministry of Health and Family Welfare. The RIPANS can be a satellite institution of the RIPANS, Aizwal to start with.

The Minister on his part advised the Director of Medical Education T&R to discuss the proposal in detail with the visiting RIPANS officials and workout modalities to facilitate early establishment of a paramedical training institute in the state.

Earlier, the visiting team also inspected the new block -I of the Tomo Riba Institute of Health & Medical Sciences and Arunachal State Nursing School at Naharlagun.

Sawin seeks cooperation for development

KHONSA, Feb 28: Khonsa East MLA Wanglam Sawin exhorted the government employees, Panchayat leaders and people of various villages under Bari- Basip circle to work as a team to ensure timely completion of developmental projects.

He was addressing the gathering at a programme organized to inaugurate a Common Facility Center at Old Laiwang Village.

Tirap Deputy Commissioner Ravi Jha inaugurated the centre which was funded under DoTCL and executed by PWD, Khonsa Division.

Any government scheme should be implemented properly in time as per government guidelines, he said, and appreciated the entire team members of NERCORMP headed by Project Manager Lily Rose Jajo and the work agency PWD for timely completion of the building.

He assured to initiate various developmental activities in Bari-Basip and Lazu circles covering villages like Kolam, Tutnyu, Kuthung, Thungjang and Nogna villages.

Speaking on the occasion, Deputy Commissioner urged the villagers, PRIs members, Chiefs, GBs, students of the area to extend their cooperation to various executing agencies for timely completion of any projects.

While interacting with the villagers of Bari-Basip circle, the DC suggested them to submit necessary documents to generate Aadhar card and open bank accounts.

In her address, Project Manager NERCORMP Lily Rose Jajo urged the people of Bari-Basip area to avail the opportunity under NERCORMP (NEC) stating that MLA Wanglam Sawin was in constant touch in connection with implementation of various projects under NERCORMP since last two years.

DDSE Pubi Lombi was also present and emphasized on regular monitoring of schools by School Management Committee.

The PRI leaders, GBs, Chiefs, students of Bari-Basip circle attended the programme.

Donyi Mumi award for Lomte Ete Riba

ITANAGAR, Feb 28: Arunachal Pradesh Women Welfare Society (APWWS) founder member, Lomte Ete Riba has been selected for the prestigious Donyi Mumi (women of the year) 2017 award, for her contributions towards women for the last many decades.

Riba, who also served as member of the Arunachal Pradesh State Women Commission (APSCW), will be presented the award on International Women's Day celebrations on March 8 next in Aalo.

The award is sponsored by all lady doctors of Aalo general hospital.

Meanwhile, the Aalo unit of APWWS has thanked the lady doctors for their gesture.

APIC impose penalty

ITANAGAR, Feb 28: The Arunachal Pradesh Information Commission has imposed a penalty of Rs 25000/- on PIO cum ADC Sagalee Jalash Pertin for delayed, misleading and incomplete information furnished to one Nabam Robin in connection with the appeal case no APIC-155/2016.

The commission directed him to pay the penalty amount within March 2.

DRDA suspends agitation

ITANAGAR, Feb 28: DRDA Employees Association has decided to suspend the present state wide agitation temporarily, informed Secretary RD & PR, Dani Salu.

This happened following a meeting on Monday. Department of RD, led by Parliament Secretary (RD & PR) Mama Natung met the agitating DRDA Employees Association in Itanagar pertaining to their demands.

The Parliamentary Secretary said that demands of the DRDA employees which include immediate absorption into government department and regular disbursement and drawal of DRDA staff salary through treasury will be taken up by the government during the cabinet meetings in April and March respectively.

APMC decision on medical practice

ITANAGAR, Feb 28: In a meeting of Arunachal Pradesh Medical Council held in the office chamber of the Registrar-cum-Secretary, AP Medical Council (APMC) under the chairmanship of DHS-cum- AP Medical Council President, Dr. Moji Jini on Tuesday, it was decided by the Council members that no person other than those holding qualification recognized by the Medical Council of India should be allowed to practice modern medicine and endorsed the Delhi High court order on the issue.

The members further opined that the prescription audit could be taken up as a part of research activity by the Indian Medical Association, Arunachal Pradesh Branch or similar bodies and APMC can monitor such activities. The initiative will help in developing standard prescription in the state and the fund for such research activity may be proposed to the Dept. of Health & FW, GoAP.

Members seek ouster of APB&OCWWB chairman

ITANAGAR, Feb 28: Arunachal Pradesh Building & Other Construction Workers' Welfare Board (APB&OCWWB) members Kenkar Yomcha and Dana Tadu have sought replacement of the present APB&OCWWB chairman Kumar Waii, who is also the labour minister, with a retired IAS officer or a trade union leader.

In its memorandum submitted to the chief minister, the duo reasoned that the present chairman does not comply with the decisions/resolutions taken by the board members during meeting.

Seeking that the CM directs the chairman to honour decisions taken by the board members, they also demanded that as per resolution adopted during 6th and 7th board meetings, services of all the Ex-officio members should be discontinued and that they be sent back to their parent departments.

Complaint against official for alleged child trafficking

ITANAGAR, Feb 28: A complaint has been lodged against DDSE Tirap and his wife in Itanagar police station alleging them of child trafficking and kidnapping.

The father of the child, Santosh Chakma has alleged that his daughter was taken at Khonsa as a child labour where it was assured that she would be provided with education but instead she was brought to Itanagar.

Chakma, a resident of Vijayanagar in Changlang district, further claimed that his daughter has gone missing and that DDSE and his wife informed him about it eight months later. The father alleges that she went missing on Dec 11, 2014.

In his letter to the Capital SP, he claimed that though the complaint was lodged in September last year, no investigation has been initiated against the DDSE.

Society demands enquiry into member's death

ITANAGAR, Feb 28: The Beyong Welfare Society Capital Complex has demanded enquiry into the death of Rakesh Beyong who was found dead on Feb 18 last.

In a release informing that one Sagar Adivasi and four others were arrested in connection with the case, it demanded exemplary punishment for the culprit/s involved.

PS inspects ongoing projects

PASIGHAT, Feb 28: Parliamentary Secretary Agriculture Tatung Jamoh accompanied by several officials on Tuesday inspected various ongoing projects in Ruksin and IGC Niglok areas. At Ruksin, Jamoh inspected the ongoing constructions of CC drainage system and double storied Guest-House undertaken by the RWD Pasighat.

The Parliamentary Sectary also took stock of construction of boundary wall of IGC Niglok and renovation/modification of Sainik School. Officials of PWD and RWD briefed Jamoh about progress of works and assured that all the projects under their respective department will be completed on time.

Earlier in the morning, Jamoh interacted with locals in the Ruksin ADC office and asked officials concerned to take necessary action for disposal of their problems.

AAPSBMEA seeks release of pending honorarium

ITANAGAR, Feb 28: The All Arunachal Pradesh Saakshar Bharat Mission Employee Association (AAPSBMEA) has demanded early release of its honorarium claiming that it is pending since October 2015. It has submitted a representation to the education minister.

The association's other demands include abolishing of the prevailing joint account system of the employees and to go for individual accounts, enhancing the honorarium of SBM employees, regularization and their inclusion under 7th pay commission.

DC holds coordination meeting

AALO, Feb 28: Issues like shifting of wine shops 500 meters away from the national and state highway as per Supreme Court directives, hearings on land encroachment within Aalo township, ST certificate and proper identification by GBs and PRIs, ration and LPG supply, cash less transaction on labour payment, eviction drive on RoW along the highway and others were discussed during a coordination meeting held under the chairmanship of West Siang DC, Gamli Padu here on Tuesday.

Speaking on the occasion, the DC stressed on streamlining all important issues and responsibilities entrusted to all branch officers. The officers under DC's establishment also highlighted action taken by them on the issues and various other problems faced by them.

AdiSU appeal for hostel facility at Bolung Hr Sec School

ITANAGAR, Feb 28: The Adi Students' Union (AdiSU) has appealed for provision of hostel facilities and furniture at Bolung Higher Secondary School in Lower Dibang Valley district.

In its letter to the education minister, the union claimed that the hostel building which was built five years back is now being used as staff quarter due to lack of quarter facilities.

It informed that the lack of hostel facility in the school is affecting the attendance of the students.

Opposition voice getting stifled

Delhi University is witnessing intense battle between ABVP and left backed students union in the campus. What should have been a battle of ideologies have turned into a full-fledged violent classes. Ever since BJP government came to power at centre, several violent clashes have been witnessed in campuses across the country and most of the time fingers have been directed towards ABVP. Unfortunately this time a 20 year old DU student, who is daughter of Kargil war hero showed real courage to stand up against ABVP.

Shockingly she was given rape threat and was trolled in Twitter by people like former cricketer Virender Sehwag and MoS Home Kiren Rijiju. The way BJP and its supporters attacked her for airing an individual opinion is deeply worrying. They seem to utterly disrespect the Indian constitution which gives certain freedom to the individual to present their opinion and view. None of her statement sounded anti-national as ABVP claimed. It looks there is deliberate attempt to silence the opposition voice using nationalism as a tool. India is a democratic country and here everyone has right to exercise freedom of speech and expression granted by the constitution. The ruling party and its members should understand that no one is above constitution. Let there be debate and discussion in universities and colleges. People should understand that unless there is regular healthy debate and discussion, no society will make progress.

Allegation to tarnish image

Dear Editor,

I on behalf of the people of 33 Mechuka Assembly Constituency deeply condemn the allegations made against Pasang Sona Dorjee, MLA that is making rounds in Social Media on the basis of entry made in “MERE VICHAR” penned down by Late Kalikho Pul, former CM. Such allegations are mere speculation and therefore one should not believe the same without knowing the actual fact.

I know Pasang Sona Dorjee since my childhood. He bears a moral character and devoid of any greediness. For his impeccable image, people have elected twice from 33 Mechuka Assembly Constituency. He was with Late Pul for many months prior to his death and was a good friend to him. Late Pul even addressed him as a man of clean image. Therefore for asking money from him for any ulterior motive does not arise.

Regarding the allegation of taking money as alleged in “MERE VICHAR”, the MLA have clearly stated the facts in Press Conference for the public and that he is open to any investigation as deemed fit to check his account and transaction prior to 8/12/2016.

Therefore, it is not wise to carry on an allegation just to tarnish someone’s hard earned image for some ill motive.

I therefore appeal all the people not to believe the allegation blindly without knowing the factual things. Speculation and allegation stands far apart.

Follow BADP skill development norms

Dear Editor,

As per common norms on skill Development Schemes of Govt. of India, published in the Gazette of India on 15th July 2015 for brining uniformity and standardization in implementation of various Skill Development Schemes, it is mandatory to carry out any Skill Development Training Programme through empanelled/ registered Training Providers.

GPTI is the first Training Provider from Arunachal Pradesh to be empanelled/registered in the state and national level having earlier imparted standard skill development training to over 5000 trainees under various Government of India skill training schemes like SDIS, SJSRY, DAY-NULM and BADP etc.

I make this appeal to the authority implementing Capacity Building & Skill Development Training Programme under BADP to kindly follow the common norms as per GoI notification in the Gazette and as per letter no PD/BADP-1/NORMAL/2016-17 dated Itanagr 13th February 2017 of Department of Planning, Govt. of Arunachal Pradesh and carry out the Capacity Building & Skill Development Training Programme under BADP through empanelled Training providers complying to the common norms.

PWD and job reservation

Dear Editor,

Through your esteemed daily, I would like to highlight the grievances of a person with disability regarding government job recruitment process.

To support and protect people with disabilities, Supreme Court held that there should be 3% reservation in all categories of government job but it seems People with disability have not got their due and are deprived of right in our state.

There is no job reservation in most of the state government service. It is being snatched away by corrupt system of our state and their grievance are unseen by public and govt authorities.

I would also like to ask concern authority of APPSC that there was few vacant post reserved for PWD in AE post but none of PWD candidates got selected.

We really don't know on what basis the PWD candidates are selected and eliminated. We also don't know whether we are competing with all other aspirants or we are competing with other PWDs. I therefore urge upon concern officials to take up our grievance in positive manner.

Please do not dishonour disabilities.

Release stipend

Dear Editor,

Through your column daily, I appeal present govt. to release the student stipend for the current session 2016-17.

Last year the stipend was released on first week of January by Lt. pul govt. Though the stipend amounts are minor in comparison to other state, but it is helpful for students, especially those who come from poor background.

Therefore I appeal to the present govt to disburse stipend without waiting for the merit list for NSP.

Anti-nationals masquerading as nationalists

Kudos to your timely editorial, "Hooliganism in disguise of nationalism" (February 24, 2017) for raising concern over freedom of speech and expression as some ABVP members have been creating ruckus in educational institutions for a number of occasions. Indeed, debate and dialogue are central to democracy. On the other hand, democracy is the lifeblood of our Constitution and Nation. So, those intolerant forces that are hell bent on gagging the voice of democracy are actually anti-national forces masquerading as nationalists. They should be tried in accordance with our Constitution.

Meritocracy rather than mediocrity

Dear Editor,

Through your esteemed daily I would like to appeal the concerned authorities of RWD to respect the recent cabinet decision and let the APPSC conduct the recruitment exams for the recently advertised various posts under the department. As the state cabinet has already taken the decision that the APPSC would be given the additional authority to conduct recruitment exams for all gruop B non gazetted posts and below, it is the moral obligation of the department to respect the govt decision and wait for its official notification at least. What makes it so impatient and urgent?

Such hasty advertisement creates suspicion in the minds of aspirants and makes it amply clear that it wants to dodge the implementation of the recent cabinet decision at any cost and have its usual unfair and corrupt recruitment practice for one last time before the historic decision comes into effect.

Enough is enough. Please do respect the govt decision and public sentiment and help in bringing about meritocracy rather than mediocrity in the system.
